qui en font usage/en bénéficient Explanation: "en" se réfère à l'abo 1/2 tarif. Je vois ce terme comme une concrétisation du principe de l'utilisateur-payeur. Ce que l'on veut dire ici, selon mon interprétation, c'est que ces charges sont facturées aux unités administratives qui bénéficient réellement de l'usage de ces abonnements.
