made known

Explanation:
If the sale is made directly by the client, without the input of the consultant..or... if the Client informs the Consultant of the Purchaser before the Consultant .... or if the Purchaser is made known to the Client by a third party before the Consultant, then the consultant will receive a fee.

IOW, the consultant will receive a fee, whether it finds the purchaser or not.

give notice to terminate

Explanation:
dénoncer un contrat : mettre fin à un contrat

je crois qu'il s'agit d'un tel cas de dénonciation ici

terminate, resiliate, give notice of termination, of resiliation

otherwise it would not make much sent to report on a client, to report what?

As I understand the different scenario, the "dénoncé" one is a case where the client no longer wants to sell to that particular buyer and notifies the Conseil accordingly.

The consequence of such resiliation or denunciation is that the Client is no longer obliged to pay fees to the Conseil.
