disagree  Tony M: I think the use of 'phase' here is highly inadvisable, as it seems to suggest a temporal subdivision, which is almost certainly not the intended meaning of 'allotir' here.

This couyld also be to prevent a contractor who is only approved to bid for a contract to the value of £N bidding for a contract to the value of £2N by putting in two bids for separate parts of the tender.

One of the words we use for a 'lot' in a contract of this type is 'work package', which I think works well in this sort of context
