"Zowel het onderzoek naar bijvoorbeeld de verdeling van onderwijskansen als dat naar schooleffectiviteit richtte zich overwegend op leerprestaties, ... vertraging en uitval."

'Uitval' is the number of students who dropout. (Is dropout a formal term?). I'm assuming 'vertraging' is when a student has to stay back a year; but is there a formal term?

Explanation:
Although 'held back' is probably the most widely used general term, education statisticians (in the UK at least) refer to 'out-of-year placement' of children or 'retaining children', i.e. the children in question are not in the year they should be based on their age. While in majority of cases, this refers to being held back, the term itself does also cover children who are placed ahead a year.

PS: re your query on 'drop-out', the second quote does show the use of 'drop-out' in a formal text, although interestingly this particular author does feel the need to enclose the term in speech marks.

Asker: Thanks for your help, however, I'm pretty sure that 'vertraging' only refers to students who are held back, not those who skip a year, so these terms are in fact too general!
