ici je ne crains pas trop le calque...

on définit la licence d'exploitation ferroviaire en disant que c'est une autorisation
1) qui confère la qualité d'enteprise ferroviaire et
2) qui légitime la fourniture de certains services (ou légitime l'entreprise à fournir)
