according to http://trans.glova.jp/index.php, 自責 is self-blamed, but in this context, I think the writer means that from the number of claims received, only a few of those claims will be handled, or responded by the said department.

I think that self accusation claim is "they see the fault by himself" and 他責クレーム the fault was made by someone else (for example: bad quality, something got broken...)

会社によって表現方法は違うとは思うのですが、私の会社(部品会社)では、以下のようになります。
自責クレームとは、自社の部品側に原因があるクレームを言います。
他責クレームは、自社の部品が原因ではなく、部品を組み込んだ製品側にクレームの原因がある場合を言います。

工程単位で考える場合は、自工程に原因がある場合が自責クレームで、他工程に原因がある場合が他責クレームとなると思います。

ちなみに、日本語で言う「クレーム」は苦情の意味で、complaintsと英訳した方がいいと思います。
