Personally, I don't think one need go quite as far as 'main d'œuvre' — though it would help so much to know the context of the document in which this occurs?

Normally, 'personnel' is, I think, sufficient to render the idea of 'workforce', unless there are special reasons in the context to suggest otherwise.
