Part of a spreadsheet listing various items and the ringi used with them. From a large Japanese technical/engineering company. Something to do with horizontal? Or is this term limited to this company?

I would think that this is sayig how a decision on these items are to be made. In that case, this means that the decision will be made by circulating an internal memo, as opposed to haveing a meeting. You can look up on ringi, and find a variety of translations. You may find something that suits better here, but I would just simply say "internal memo." It is basically a way someone (section) suggests something, and asks for an agreement from other parties concerned.

You have to ask your client about these different types of ringi; they make no sense to outsiders. Kou and otu could be A and B just for translation purpose. But toru(???)取. Who knows?! Could be consensus obtained. But this is just a guess.
