Countries such as Antigua, [...] did not contribute to the organisation for several years but during the last two-three years they were able to settle all their arrears. It is difficult to ascertain whether they will remain in this ***bracket*** but it is assumed that they will continue to pay.

Je ne comprends pas bien le sens de "bracket", ici. Quel rapport avec une tranche/fourchette ?

c'est évident en suivant la logique du texte - certains pays n'ont pas versé de contributions pendant des années, puis sures les 2 à 3 dernières années ont su rattraper leur retard. On peut difficilement savoir si les pays en question vont continuer à figurer dans cette catégorie (celle des pays à jour avec leur contribution) ou s'ils vont à nouveau déraper...
