El gobierno de la ciudad de São Paulo prosigue firmemente con el calendario de inversiones previsto en el sector de transporte y este año empezará a crear una red de vehículos de tren eléctrico en el área metropolitana de São Paulo y en la región de Santos, un medio de transporte que aún no se ha utilizado en el país. Hasta ahora, sólo Recife (Pernambuco) y la región de Cariri (Ceará) han avanzado en proyectos de metro ligero, y el ****Distrito Federal*** en un proyecto en licitación.

Could anyone make that DF more specfic?

I would also like help interpreting "y el Distrito Federal en un proyecto en licitación".

Anyway, the previous answers were correct. Federal District is how it is called. To replace it for Brasília would definitely be wrong.
