IMO the "renvoi" bit refers to a system of cables and pulleys (poulie de renvoi = leading block) which are used to control the engine/steering gear from the shelter of the cabin

I would translate "un renvoi de commande ou une télécommande de pilote" thus: remote control by mechanical or electronic means.
