I would translate in this manner:
Examinations are administered by the (OBP) director, the on-board instructor-mentor. Actually, I would most likely leave off the "mentor" which agrees with проводник. I thought maybe "lead instructor", but that assumes that there are other instructors involved over which the lead instructor is responsible in addition to the trainees.

My offering agrees with both Michael and Anna, but provides a different syntax.
