Hi all, I'm working on a conference, but I'll give a sample of the context: "Más allá de las obligaciones derivadas para cada una de las partes, la firma de ese documento supuso el reconocimiento expreso a la potencialidad que los Gobiernos Locales tienen en el marco de la iniciativa y que conjuga ámbitos tradicionales de la esfera local, como los reconocidos por el Informe del Grupo de Alto Nivel para la Alianza de Civilizaciones (educación, juventud, migraciones y, en menor medida, medios de comunicación) con otras cuestiones, no mencionadas en el citado informe y más novedosas en la gestión municipal moderna, como es el caso de la gestión de la diversidad religiosa en la ciudad y del espacio público, o la creciente importancia del concepto de **“identidad ciudadana”**."

This has nothing to do with citizenship on the passport ("Nationality" on EU passports, perhaps German "Staatsangehörigkeit" would express that better) but of the identity implied in belonging to, or residing in a city. Since I am often interpellated by Americans whenever this usage of "citizen" pops up (I suppose "city states" only come to mind in second place in US history), I am wondering whether there is a better solution.

Thanks to everybody. In this particular context, the etymology (from civitas) worked out, although further into the congress I'm certain I'll be using "urban" and "municipal" as well.
