D'après mes recherches, dans "contracting economy" le v. to contract doit plutôt être compris comme "se contracter" que comme "contracter" (passer des contrats). Même si je dois avouer que, dans le contexte de cette phrase, ça me paraît plutôt cynique! Mais bon, ne connaissant pas le contexte général...
