Explanation:
I prefer 'induction' to 'recruitment' for 'instroom', especially when 'verwerving' is also available for recruitment; induction includes an element of orientation, after which the new employees can move on to their allocated positions. On balance I prefer 'mobility' to 'promotion' if you decide to choose one of the other suggestions.
