I am working on a French tax notice for real estate and I'm having difficulties finding the meaning of these terms. It's mentioned in the context of levies on owners of undeveloped land.

Don't know what is the best way to say it in English, but I think it means that taxation is calculated on the basis of the lands

Explanation:
I just don't think one would put it in English as "(non) agricultural". Land would also be singular in English.
