I think the term المخولة here is not "authorized", and so I am a bit lost in what the statement means? Is it: Undertake and represent the Authority before local judicial authorities in lawsuits filed by the Concerned Authority, or lawsuits against it authorized by the Minister or Director of the Authority.

This is not the main stem. This fragment is section 5 from Article 8. The main stem of Article 8 reads:

المــادة(8): مع عدم الاخلال باحكام هذا القانون تختص الادارات القانونية في الجهات المعنية بما يلي

This is followed by a number of jurisdictional statments, of which the fragment you posted is item 5.

Notice that item 5 reads مباشرة تمثيل, not مباشرة وتمثيل

Item 2, however, reads مباشرة وتمثيل, which, I believe is an error. In any case, مباشرة تمثيل means no more than تمثيل, which is the expression used in 3, 4, and 6. An editor should have struck out superfluous words.

As written, item 5 is both ambiguous and rickety. The expression المخولة للوزير أو رئيس الجهة seems to be a modifier of الدعاوى, but its meaning is ambiguous at best, and, even if the ambiguity is removed, makes no sense beyond its surface meaning.

The ambiguity stems from the lack of diacritics. We do not know if this is in the passive voice or the active voice. If active, it would literally mean "granting to the minister." But what does it grant?
If passive, then it would mean "granted to the minister." But how can a lawsuit be "granted" to the minister?

In such a situation, I typically resort to literal translation, producing an equally ambiguous, rickety sentence, which is only fair.

neutral  Fuad Yahya: For the re-wording of the sentence to produce the suggested meaning, it would have to be الجهة المخولة من قبل الوزير, which, given the original sentence, woudl be quite a far stretch.

  -> Thanks. Before ambiguous expression with bad composition, you have to search guess options to figure out what it might be or how the mistake has been generated. However المخولة للوزير and المخولة من قبل الوزير are used "sometimes" in the same meaning.
