As a native, when I see this title, I receive some impression including; the man is old(often dead), probably famous for something, and respected for his deeds.

Explanation:
翁 as others pointed out, is a title for well respected male elder.
Well-respected, because he is not only old, but very wise. I would like to use the word "old sage".
