I'm struggling with the entire second sentence if anyone cares to help...Thanks in advance.

"Para Jean-Luc Godard, el cine es un fracaso. La función política de denuncia que le exigía su condición tecnológica resultó ser una cita frustrada con su tiempo. El cine debió de ser testigo y tan sólo es un pobre productor de fantasmas. Si en la historia visual del siglo XX los espectros habitan en algún lugar, sin duda éste es el de la imagen cinematográfica."

"... but this was out of keeping with the times when it emerged" (i.e. the times when the film industry emerged).

The sentence seems to say that there was some sort of disparity which caused the film industry to be a "failure" in Jean-Luc Godard's opinion.
