I think that this would be how one would phrase it in English. You'd need a very large workman to "screen" the site - I think English usage of "screen" would be more literal here, so inappropriate.

Signage is only viewed as complete when the operators themselves can enforce no-trespassing. Otherwise, the site is not considered properly "signed" (balisage).
