Explanation:
Trade unionists prefer specific wording, so it's common to have Presidents instead of Chairs.
Be it US or Canada, I'd use Locale but in Moscow trade unions mostly are affiliated to the Global Unions. The Union of Moscow Underground Construction Workers must be affiliated to the ITF, and at the ITF they prefer "zonal committee".
