Can anyone confirm my interpretation of this as "as a goodwill gesture"?

Letter from the tax authorities rejecting a claim. They say first they had rejected the entire claim, but now..

Cela étant, par mesure de tempérament, il a été décidé de réduire le rappel initial afférent aux dépenses exclusivement affectables aux prestations rendues au siège, par application, à titre de règle pratique, du prorata de déduction du siège britannique, sous réserve des exclusions au droit à déduction en vigueur en France.
