Cardiff University Secondment Policy and Procedures
1. Policy Statement
1.1 Cardiff University supports the use of secondments, recognising them as
• developmental for the individual,
• an additional means of advancing career paths
• adding to the skills base of the organisation
• an opportunity to deal with short term or problematic work levels
• an opportunity to build or develop further strong relationships with other businesses.
Secondments vary in type and in many different circumstances. A fair and consistent procedure is used for all secondment arrangements across the University. [ ... ]
4.1 External (outgoing) secondments are used when a Cardiff University member of staff remains under contract with the University but is based with another organisation for a defined period of time. During such secondments, the member of staff retains all Cardiff University terms and conditions including continuous service rights and existing payment and pension arrangements. The SECONDMENT AGREEMENT with the host organisation will need to include financial arrangements.

SECONDMENT: A partnership model which sees new functions formally given to employees for a temporary period of time. In the context of community business partnerships, these new duties involve the seconded staff to work with their community group partner, using their skills and knowledge for the benefit of the community group.
Employees resume their former duties at the end of the secondment, with the aim being that they are enriched and have gained new knowledge from the period of secondment. Often a written agreement is needed when developing secondment models, with the model a form of skill or knowledge sharing.

Contract for (services of) Supply teachers

Explanation:
Supply Teaching

The LEA should consult with schools on ways in which it could improve the service relating to supply teacher management including revising the way it provides information, their availability, age range and subjects the teachers are qualified to teach. The production of a computerised system available on the Internet to facilitate the search for suitably qualified and available teachers would greatly assist in reducing the time taken to match the teacher with the vacancy.
The LEA should introduce procedures for tracking the number of supply teaching days in schools and improve its collection of statistical data so that meaningful conclusions can be drawn as to the percentage of pupils exposed to supply teaching, their geographical concentration and reasons for schools needing to use supply teachers.
The LEA should explore ways in which the support for supply teachers through improved induction, mentoring, monitoring, training and feedback can be consolidated across the County.
The LEA should publicise more widely the availability of the Professional Development Centres as a valuable professional development resource for supply teachers.
The LEA should explore, with schools, the feasibility of introducing a specific contract for supply teachers, outlining what is expected of them during their working day.

Spaak Education recruitment APPLICATION FORM

Contract for services of Supply teachers

Spaak undertakes to treat this information as confidential. The information will only be taken into account where the offence is relevant to the post for which you are applying. Failure to declare a conviction may require Spaak to exclude you from our register if the offence is not declared but later comes to light.

In the event of the supply teacher declining to accept any offer of work or not attending an assignment for any reason, for any period the contract for services shall be suspended.

At the end of each week of an assignment (or at the end of the assignment where the period of less than one week or is completed before the end of the week) the supply teacher shall deliver to Spaak their timesheet duly completed to indicate the number of days worked by the supply teacher the preceding week and signed by the authorised representative of the client. Spaak shall not be obliged to make any payment to the supply teacher unless a properly authenticated timesheet has been submitted.

The client or Spaak may without notice and without liability instruct the supply teacher to end an assignment at any time.

If the supply teacher is unable for any reason to work on an assignment they should inform Spaak by no later than 08.00 a.m. on the first day of absence to enable alternative arrangements to be made.
Spaak will arrange for the supply teacher to be covered by a policy of insurance in respect of public liability under which the supply teacher will be the person insured. Particulars of the policy are available on request to the supply teacher. Alternatively the supply teacher may take out their own policy if they prefer, provided Spaak shall first approve it.
15. The supply teacher will at no time divulge to any person, nor use his own or for any other person’s benefit, any information in relation to a client’s or Spaak’s employees, business affairs, transactions or finances.
16. The supply teacher will inform Spaak immediately in the event of a Client directly offering the supply teacher work assignments, whether temporary or permanent.
17. The supply teacher will inform Spaak if at any time an educational establishment brings a complaint against the teacher or if he has been arrested or accused of a criminal offence.
18. The supply teacher will inform Spaak if his state of health changes in such a way as to affect their suitability to work as a teacher.
19. The supply teacher warrants to Spaak that all information which they have provided to date and which they may hereafter provide is and will be true and accurate in all respects.
20. This contract for services may be terminated by either party upon giving one-week notice in writing to the other.

Supply agreement for the provision of staff

Explanation:
I've just taken that from a recruitment agency's contract that I have under my nose. Another version of the document has "supply agreement for the provision of fixed term contract staff" which might relate to your case.

It would be good though if you could provide a bit more info so that we can be sure the alternative isn't Bourth's suggestion.

OK, well it would appear to me then that it's a type of agency and therefore it's about supplying staff (recruitment) rather than secondement (ie: leasing out staff from one part of a company to another part or within the same group for example):

Reed recruitment
forms of supply agreement, together with periodic local authority campaigns to cut expenditure on agency staff and fill key roles with permanent staff.
