Explanation:
I have a suspicion that in this specific context, 'maquette' is being used to refer to a scale model of some actual structure, whereas 'modèle' is being used to refer to a model of the design for a structure, possibly only theoretical, or which might never actually be built.

However, I fear that the 2 meanings might in fact even be the other way round?!

I did also just wonder if one was a realistsic model, while the other was in some way a cut-away version, or perhaps a version that could be taken apart to reveal the insides. Again, just a pure hunch, ideas for the melting-pot...

Explanation:
A mockup is usually but not always full-scale, whereas a "maquette" (which my dictionary gives as synonymous with one of the meanings of "modèle") is at reduced scale, so I don't really see the distinction they are making. It may even be possible to reduce (!) it in English to just "scale models".

So I think modèle and maquette might have the same meaning
