I am working apart from my acronym dictionaries today, and the only PKM I can think of is Pusat Kesehatan Masyarakat, or Perilaku Kaku Malu.

Explanation:
Ada banyak singkatan yang beredar di luar, salah satunya "Pemulihan Keberdayaan Masyarakat" di Aceh.

Namun berdasarkan konteks koperasi di atas, rasanya PKM dapat diartikan sebagai Pengembangan Kredit Mikro. Ada Gema PKM yang diterjemahkan dalam Bahasa Inggris menjadi : The Indonesian Movement for Microfinance Development.
