avoid having the vehicle towed


Explanation:
This is what it would seem to be as some types of vehicle cannot be towed.

A large number of the traditional tow trucks in my area, and I suspect most elsewhere in the US, are car carriers. the entire vehicle is lifted up on to the flat bed of the carrier vehicle.
