This particular term is contained in the following headline: “Управа на рейдера”. The article deals, of course, with a company’s attempts to fend off a corporate raider at an upcoming court hearing. My USSR Academy of Sciences Institute of Russian Language monolingual dictionary (ed. 1961) defines it as "power (or authority) to limit someone’s willfulness or lawlessness”. A Google search returns a lot of non-Russian hits; not helpful. Haven’t come up with a good translation: “Justice to be Meted Out to Raider”? or “Jurisdiction over Raider"?

There's also "Reining In A Raider" but that's a slightly different meaning than Uprava, imho. Might work though.
