Although I don\'t know whether it is customary to provide affidavits for advertisers, I don\'t think this is a metaphor for something else. I presume that it is just providing customer\'s rights.

Explanation:
I was hard put to imagine advertisers and affidavit in the same context, so, reaching for straws, I asked Google for "Japanese" pages with both words. The meaningful one (below) of the two hits appears to relate to advertising campaigns involving contests.

"Winners will be required to execute an affidavit of eligibility, a liability release, and a publicity release, where permitted by law, within fourteen (14)..."

Switching to "English" yields 4800 hits.
