Explanation:
I think this does not refer to just smooth-running but to signal transmission. In this case, the signal to transmit online is not subject to jitter, this is very important e.g. for telecoms to which you refer.

disagree  TService (X): "jitter-free" bezieht sich auf Darstellungsfehler, "ruckelfrei" aber auf Videos ohne Unterbrechung. Da warst Du also mit Deinem Kommentar schon auf dem richtigen Weg. ;)
