Se trata de la traducción de un decreto. En el capítulo 1 el artículo 1 dice:
Art. 1er. - Le 3º de l'article R.1341-10 du code de la santé publique est abrogé.
Mi duda es a qué se refiere 3º, ¿el tercer párrafo?

Explanation:
Normalmente en los códigos, normativas, leyes o decretos (o cualquiera de ese tipo de textos jurídicos) los artículos se subdividen en incisos (lo que en francés corresponde a "alinéat"). Yo lo traduciría por inciso. Suerte !!
