Ces appareils (hérissés d'antennes, d'où leur nom) convertissent un appel fixe vers mobile en un appel mobile vers mobile, ce qui permet de diviser son prix par près de deux. L'opérateur historique ne va pas se doter lui-même de ces appareils, mais va acheter en gros des minutes hérisson auprès d'autres opérateurs.

Smart businesses long ago cottoned onto these gadgets, which tack on to a company's telecoms PBX switch.
Whenever a company extension dials a mobile number, the call is routed through the mobile box, which switches it into a call made on the mobile operator's network. In other words, an Eircom-to-Vodafone call - which incurs hefty interconnection fees - is transformed into a Vodafone to Vodafone call.
Depending on the deal your company has with its mobile operator, this costs significantly less than a landline to mobile call. Vodafone, O2 and Meteor offer this service.
“It's currently a little pricey to put it in, but with the new generation of PBX boxes, it's easier to do,” said Chris Handley, head of business products in Vodafone. “The result is savings for the corporation, even if it's not such a great deal for the telcos or for us.”

It may also be called a mobile conversion box, but I suspect it is more commonly referred to as a GSM Gateway, or any of the other names mentioned here: http://en.wikipedia.org/wiki/GSM_gateway
