We do have some problems with time references in Chinese, but "over the last 2 weeks" is definitely easier to translate then "during the past week (including today)."

My suggestion would be: Either "过去两周" or "最近两周" with a "以来" to specify the period would be all right.

I am of the opinion that "最近七天以来" spans over the past week (including today) and that "最近二周以来" spans over the past 2 weeks.
