Just wanted to say why I wouldn't choose the dictionary translation of stake/challenge - or not without having to change the sentence structure at any rate.
You can't say 'the department is a challenge / at stake' -you'd have to say 'the development or future progress of the department represents a challenge -and then you get tied up in knots knowing how to finish your sentence.
