In view of the required register, I think the verb form needs to be impersonal and formal (no "we" and no "it's").

Normally I would avoid "mention should be made of" and avoid translating phrases like "é de referir", which like "recorda-se que" is just so much Portuguese padding, but I think something has to be included here.
