Les "teens" étant de 13% à 19%, les "lower teens" devraient être de 13% à 15% et les "upper teens" de 17% à 19%. Quant à 16% : je gage que c'est une "middle teen". Les "low twenties" devraient être"de 20% à 25%.

Ma conclusion : je mise sur 17% à 25% !

Explanation:
Pour moi personnellement, "lower teens" implique jusqu'à 23%/24%, mais c'est une tournure ambiguë (et dont l'ambiguîté est voulue, d'ailleurs).
