At the risk of splitting hairs here, I think this might be a solution. Another alternative could be to reword it: "...will continue work on upgrading and modernizing the current security/access control system right up until the completion date of Building 4, which is 2012".

Explanation:
In this case it means that they will finish before/when building 4 is built. It could also be understood that they will work with this until the building is ready (from a gramatically point of view), but that's probably not what's meant. They are probably scheduled to finish before, and may finish long time before, if they manage.

De sier nok noe litt annet enn hva de egentlig mener. Det som er saken er at når bygning 4 står ferdig, vil de ha et oppgradert og modernisert adgangskontrollsystem som de kan ta i bruk i den bygningen. Poenget er altså at oppgraderingen (moderniseringen) skal gjøres innen (eng: within) bygning 4 står ferdig i 2012, slik at dette adgangskontrollsystemet kan brukes fra første dag bygningen tas i bruk. Det er IKKE et poeng at arbeidet med oppgraderingen skal vare helt til bygning 4 står ferdig.

disagree  Frode Aleksandersen: Dette er snakk om kontinuerlig oppgradering og modernisering av eksisterende bygg, ikke nybygget. I tillegg kan ikke "within" brukes om "innen *fast tidspunkt*", men i stedet brukes for "i løpet av", f.eks. "Within 30 days".

  -> Jeg ser det slik at de skal oppgradere/modernisere det produkt/system de er i stand til å levere, men jeg er enig i at det også kan tolkes slik du beskriver det. Uansett tror jeg de har til hensikt å bli ferdig før/innen 2012. Det er tross alt 4 år til.
