English term or phrase: Rent Escrow
If a tenant reasonably believes that the landlord has failed to fulfill
his responsibilities (see Landlord Responsibilities section), fails to keep the
premises safe, or has not met the requirements of local building, housing,
health or safety codes that may affect the health or safety of the tenant, the
tenant may give the landlord a written 30-day notice of the noncompliance, and
use the rent escrow process to remedy the conditions.

Explanation:
In case there is a dispute between the parties, the tenant cannot just stop paying the rent. He has to lodge a formal complaint, and in the meantime the rent is still to be paid, only not to the landlord but to some third party. In such cases it is usually an agency, if one was involved in the renting process as the mediator between the landlord and the tenant. Otherwise it would most likely be a lawyer. The funds are then distributed appropriately once the complaint is resolved.
