agree  jack_speak: I like 'provincial' because it maintains the tie to the federal government - the governos civis, I think, are not autonomous the way the City Councils (Boards of Selectmen) are.

agree  lexical: Yes to "Civil Government" - that's the term favoured by the Ministério de Administraçao Interna http://www.mai.gov.pt/organograma_eng.asp. Though as it's not really a government, I favour "Civil Governor's Office"

Explanation:
The Governo Civil is the government of the various counties (distritos) in Portugal. The autarquia is the municipality or the municipal government, overseen by an autonomous Board of Selectmen (Câmara).

neutral  lexical: The Governo Civil is not a form of local government at all, rather the regional outpost of the Interior Ministry of central government. Your use of US terms like 'county' or 'federal' don't cast much light on the reality in Portugal.

  -> Lexical, for the record, I never indicated the Governo Civil was local - just the opposite. I said the autarquia is local. County is NOT a US term. Have you ever been to Cork County or Dublin County? Northumberland County?
