exmple: the holes around the edge of a tent or tarp are secured by grommets so the fabric doesnt tear as easily... there is also a kind of electrical grommet: "A washer used to insulate electric conductors passing through a hole in a conducting material. M20. OED"

Finalmente ho trovato il documento che ti serve: tutti i difetti di fune mettaliche sono illustrati. "Occhi" mi pare che si riferisce a una variazione delle deformazioni a canestra che ha forma oculare ma queste immagini sono di valore piu genericamente per il tuo lavoro.

As for the translation, here is my theory: notches, kinks, stretching and flattening are all covered so what is left over is loosening of the strands. The italmet file shows <you two different forms of this, one a loose bulging of multiple strands of rope ("birdcaging" is one technical term, see other link), the deformazione a canestra, (which I think may correspond to your infiascatura), the other a more eye-shaped defect.

You could say "eyes" but only with inverted commas. I hope this is helpful

Not entirely satisfied I looked into this again and found his document containing the following phrase "Se nella fune si formasse un cappio non gli si deve permettere di stringersi formando un “occhio”.
Which shows that my hunch was wrong and in fact it is not a defect of unwinding of lays in the cable but of over tightening when a knot has formed and a cable which is then subject to load
