Explanation:
When I was working at a Portuguese university, some lecturers and professors were described as 'professor com agregaçao', meaning that they enjoyed tenure i.e. were permanent members of Faculty. I've not seen 'agregado' used in this way before but I suspect the intended meaning is the same.

'Doutor' is the academic degree, of course, not doctor meaning physician (although he almost certainly is in this context).
