From a document giving an account of the history of various towns in Rhone-Alpes. I can't find a definition of "mandement" that seems to make sense here:

Eyzin faisait partie du mandement de Pinet très important dans l'histoire médiévale dauphinoise. Le château appartenait à l'illustre et puissante dynastie des Beauvoir-de-Marc avant d'être cédé, en 1336 au dauphin Humbert II, puis au roi de France en 1349.

Andreea has found the definition of mandement, in this context, which seems to be specific to the Dauphiné. It certainly rules out "fiefdom" and "manor" is probably also inappropriate (as derived from English feudal history), though it might be the nearest one can get to a one word equivalent. Of course "manor" is now used somewhat more loosely, especially by the police.
