Explanation:
This use of 'note' seems at first sight to be slightly odd here, since presumably it can't mean 'constater'.

I have to assume that it means 'we wish to have it noted that..', which is slightly stronger than 'être d'avis' in FR, so I would suggest something like the above, or an improved version that might kindly be suggested by one of our FR native colleagues.
