Since this appears on the MEXT website, I'm wondering if there's an established translation for it...I'm having a little bit of difficulty finding it.

You may have seen this already:
Approval of the Establishment (of Universities)
The systematic process for the approval of the establishment of a
university, a junior college or a college of technology. The Council for
University Chartering and School Corporation considers applications in response to requests by the Minister of MEXT. The council is composed of two subcommittees, on university chartering and school corporation, which conducts the process in the light of relevant regulations, including the Standards for the Establishment of Universities.

I'm not sure of the best translation of 教員組織審査 but judgment/review/examination by the teachers organization might do.

Ha! I assumed corporation was a legitimate variant of incorporation. Not though, is it.

Thank you both. I used a combination of your answers, so I wish I could give you both points. For "大学設置・学校法人審議会" I have used "Council for University Establishment and School _In_corporation," and for "教員組織審査" I have used "faculty body review." Much appreciated, guys.

Notes to answerer
Asker: Thanks for the reference. That does appear on a few sites. I wonder why both of them has used "corporation" instead of "incorporation." Do you think both of the translators thought that "corporate" was a verb?

Teacher body review by the Board of Eduction for new university incorporation

Explanation:
In this case 教員組織審査 is main idea. Who does the 審査?
大学設置・学校法人審議会 ---- that is, I guess.

From the given context, I don't know whether this is a national or private university. Nonetheless I believe even for private university B of E has lot to say.

To me it appears の should be instead による. If this reading of mine is incorrect, whole thing crumbles.

But does this fit in your context?
