Teacher body review by the Board of Eduction for new university incorporation Explanation: In this case 教員組織審査 is main idea. Who does the 審査? 大学設置・学校法人審議会 ---- that is, I guess. From the given context, I don't know whether this is a national or private university. Nonetheless I believe even for private university B of E has lot to say. To me it appears の should be instead による. If this reading of mine is incorrect, whole thing crumbles. But does this fit in your context? |
