Thanks to Leochan's reference, I think you might just call it a "shelf space campaign." It's going to be hard to work 代 into it and still call it a promotional campaign.

Hmm... casey's suggestion is good, here's another one tohugh. Based on a couple of example sentences I found (「確かに、棚代より配送代の方がずいぶん高い」 or 「棚代 1ヶ月 3000円 。予約時に棚代と申込書を受付に出してください」to give just two), this might be what it means... It's a bit unclear what 「棚代などのプロモーション」 would mean in this case though - emphasizing the shelf price as opposed to delivery charges?
