A virgula nao indica sinal decimal. 3,137,000,000 = 3 bilhoes e 137 milhoes.

Se fosse 3 milhoes e 137 mil, entao os 22% seriam 700,000, mas o texto diz que 22% equivalem a 700 milhoes.
