Explanation:
Encontrei um exemplo para "on the hook" que diz: caught in a difficult or dangerous situation; "there I was back on the hook", mas neste caso, trata-se daquelas pessoas que moram nos barcos nos portos e não têm de pagar renda nem luz, nem nada, por isso, o que eu faria era arranjar uma forma de adaptar a expressão para português, por isso é que me surgiu "viver na clandestinidade", mas não estou 100% certo.
