Какой бы варинат перевода ни был выбран, важно видеть иерархию органов управления, существовашую в то время (о чем упоминает Михаил): министерства (а ранее - наркоматы), затем главки (главные комитеты) как ведомственные подразделения министерства, отвечавшие за отдельные отрасти промышленности (так, например, были: главкож, главконсерв, главкустпром, ну и так далее). В МВД, разумеется, главков не было - они существовали в промышленных министерствах; полковник МВД был прикомандирован к главку вероятно в силу важности его продукции, но никакого отношения к самому главку не имеет. А что касается перевода, то поскольку речь идет о реалии, то в любом случае потребуется комментарий (например, сноска), поэтому выбор английского варианта не так уж и важен - можно даже просто перевести буквально.

Главки, насколько я помню, упразднили где-то в начале-середине 70-х. Это были управления рангом ниже министерства. Правда не знал, что в МВД тоже был главк, но почему бы и нет?

Explanation:
"Main administration" is the standard translation for главное управление in U.S. government circles and among (former) Soviet watchers in the West. Whether you capitalize it or not depends on whether it refers to a specific department or not

I'd like to withdraw this suggestion. I agree that главк here expands to главный комитет, not главное управление.
