  -> My point of view leads me to realize that the strains or tunes(II,VII,III,etc),all together create or form a new accord or as a whole phrase,as a main strain or tune.

El pasaje usa vocabulario de armonía, como subgénero de la teoría musical. Puede referirse en este caso a técnicas de composición, por el tono prescriptivo que tiene.

La mayoría de los términos técnicos empleados remiten a relaciones entre notas de una escala. Así, una tónica (inglés "root") es la primera nota de la escala, la más grave, y las restantes, también llamadas grados, se ordenan utilizando números romanos. Cada grado expresa una distancia tonal, y una correspondiente tensión, respecto de la tónica. Así, la quinta (V) estará cinco tonos arriba de la tónica. La "sensible" es como se denomina a la séptima, en virtud de que su tensión con la tónica es la máxima posible de la escala. Es complejo dar cuenta de todo este tema en poco espacio, pero con buscar un manual de referencia sobre armonía se te despejaría el panorama. Espero haberte ayudado.
