I'm happy with Harvey's answer, and NRI's dictionary says 'fixed-line phone,' but when I read the definition of the term, it refers to the landline (or fixed-line) phone services offered by non-NTT telecom companies. Since NTT East and West also offer landline/fixed-line phone services, if you'd want to be precise, I would translate the term this way. I know, it's long! HTH :)
