I see that potasse can mean potassium hydroxide or potassium carbonate and I do not know which is meant here. Not enough context for me either, as I do not know what columns they mean (no column mentioned in rest of method although as "eau permutée" is used later, I wonder whether it is for water purification).

En remplaçant la préchloration par une préoxydation au permanganate de potassium dans les processus de traitement de l'eau potable, on a pu démontrer qu'il s'agit d'un système très efficace pour réduire la formation de THM, composants organochlorés au caractère cancérigène. On a pu vérifier que l'utilisation de permanganate de potassium pour réduire la formation de THM est un processus de traitement simple et économique qui, de surcroît, améliore le goût de l'eau traitée.

disagree  Karen Tkaczyk: Potassium permanganate dissolves in water to give deep purple solutions. Teh ST says 50% solution. It hink that would be purple. The more important point is that since the anion is not specified in the ST it should be specified in the translation.
